Bowe beat one excellent A-level heavyweight. That's not enough. He had an exceedingly short stay at the top, and outside of Holyfield fought no-hopers in his title defenses. He ducked innumerable excellent opponents. Even his run to the title wasn't that impressive, a slim win over Tubbs and foul-induced stoppage of Coetzer being the highlights.

Jeanette is a solid b-level heavyweight with historic importance, but a spotty resume (just because you fight the same guys 20 times and squeak out a win or two doesn't make a good resume). Filmed evidence shows the sport was still in development. Historically important, yes. Top-20, no.

Wills, on the other hand, should definitely be in the discussion.
