wow good find! the temporary stadium was just a new delaying tactic from bob the builder. it was never mentioned or offered way back from 2009.

 

Coming in on weight is fine, but according to Pacquiao the WBO and NSAC couldn't handle that responsibility and he needed to interject new rules into the process to handle it.

But Mayweather asks for him to come in clean and submit to pretty basic drug testing, he can't do that. All of a sudden he trusts in NSAC and the WBO to handle it.

difference was floyd failed to make weight in his previous fight. floyd's camp accusing pacquiao of using PEDs was of no basis other than the mayweather's fear of pacquiao brutally defeating opponents.

and this article was the beginning stage of negotiations and floyd has yet to add that OSDT testing demand.

now fast-forward to present, pac has fully agreed to floyd's testing. but floyd still finds ways to avoid the fight. by backing out of the 50/50 that was agreed by both camps back in 2009.
