Yes, he did. Only time Monzon was ever down. Valdez's knockout of Briscoe is one of the best KOs in history.
I've read from a few sources that Monzon was down a few times in 1 of his early career losses, but Valdez is the only fighter ever to drop him during his title reign.
The good news is Valdes was just inducted. The bad news is '70s fighters are apparently now considered "old timers."

Can't count exactly,but Frazer beat Nicolino Locche, Canadian champ Al Ford,and two tough customers in Emiliano Villa and Ramiro Bolanos. Ishimatsu,by record definitely didn't look pretty great,but he beat WBC Lightweight champ Rodolfo Gonzalez,and former WBA and lineal champ Ken Buchanan,he was a longtime contender and tough crafty brawler. Josue was another longtime contender with SD loss to Cervantes and Tough match with Miguel Velazquez. Yamabe is a Japanese contender that fought a good match with Alfredo Escalera where he got stopped in a controversial fight.
DeJesus is not a hall of famer. Yes, he beat Duran in his prime at lightweight and that's a great win, but other than that he did not have a HOF career.
