reading the entire article in its entirety it seems that the caught dirty penalty was to take the place of the random drug testing, sounds like top rank said "instead of random drug testing, if we test positive during the standard tests we will give you 10mil." i dont know for the sure the article is vague and confusing but thats what i get out of it, so its not really evidence to anything just something top rank tried to use to negotiate off of the random testing
