Arum offering a huge penalty is to do two things. One is to show confidence his guy is clean. Secondly, if the fight got scrapped because of position drugs showing then at least the opposite team gets something out of the supposed matchup.

If a fighter was to test positive, then the boxing comission would suspend the fighter regardless of what promoters and fighters want. Do you think they will allow positive tested fighter to fight on and risk the repercussion that a fighter might get seriously injure because of ignorance?
