Just a slight correction here. Often drug tests results are not finalized days if not weeks later.
It is likely in this scenario, the fight is not canceled. NSAC can revoke the license but that usually happens after the fight.

If they are randomly testing months prior to the fight they will have the results prior to the fight. If both sample A and sample B test positive, then yes the fight would be canceled.
