If 205lb Louis could seriously hurt and drop 240lb heavies, is it really a stretch to think that 175lb fighters could hurt Louis? Granted, Billy Conn doesnt incite generous praise for his punching power.
Billy's hand speed and combo's are what hurt Louis. Unlike alot of guys like Khan that slap their combos Billy would get in position and fully commit behind his punches and was landing 4,6, and even over 10 punch combinations on Louis. Imagine Adonis Stevenson consistently landing 4,6, and 10 punch combinations flush on Wilder, Parker, or Joshua. He wouldn't beat them, but he'd certainly hurt them. I don't know...Pointing out that he repeatedly got wobbled by a light-hitting light-heavyweight really isn't much of a testament to the sturdiness of a heavyweight's jaw.

Conn was a very light puncher. Just 15 Ko's in 76 fights for a 20% KO ratio and how many of these Ko's happened at heavyweight before meeting Joe Louis? Maybe zero. Yet look what this light puncher did this to Joe Louis. It proves my point.
The crucial difference is that Louis was only stopped by great fighters, who hit him with everything except the kitchen sink. This is a sign of a good chin. You can't really build a strong case against a fighters chin using fights that they won. George Foreman got dropped by Jimmy Young for goodness sake! This statement is downright ridiculous. You seem to be trying to imply that Foreman was somehow technically superior to the men that Louis fought! Yes Foreman was a great fighter, and yes he would have been the best that Louis had fought, but from a technical standpoint he would be one of Louis's crudest elite opponents. He would not be bringing anything to the table that Louis had never seen, either in terms of power, or technical ability!
Saying Louis didn't have a good chin because he's been knocked down in a handful of fights is nonsense, and reflects a shallow recognition of how his fights actually happened.
Here is the problem with your argument. Louis fought 30+ men who were currently ranked in the top ten, and wen't nearly fifteen years without getting stopped while doing it. this would simply not be possible, if he was easy to hit, and did not have a good chin. You can't logically argue that a fighter was successful for no reason. You have to attribute his success in not getting stopped to something!
I think that people often fail to factor in Louis's level of opposition when asesing his chin. The guy met 2-4 times more ranked contenders. than most of the other all time great heavyweights! Wouldn't you expect him to get wobbled a few times on that basis, unless he had a chin like Chuvalo?
Chin is always in the focus and mindset of the fighter when Louis was focused he was a destructive machine The punches he took from Schmeling for 12 rds speaks volumes....the rematch says more about focus and desire and the difference Max Baer jumped in him in Rd 1 even caused his eyes to roll up for a moment then it was laser focused destruction Buddy Baer hit like hell even knocking him out of the ring and was big even by today's standards Galento hit like an SOB Louis woke up and wrecked him Marciano took 8 rds to wreck an old fighter at the end of his career Louis was rocked, dropped, hurt etc....when he was not focused like most fighters nearly 12 yrs is a long time to stay in the zone as champion fighting guys who were trying to win the biggest prize in sports in the best condition and the most motivated state they have ever been in.... Agreed IMO I don't think Louis expected this much from Conn and his speed was more than he was prepared for....I suspect he felt he could KO him at any time hence the cruise control but Rd 13 woke the old champ up....I am sure he is grateful Conn stood still and tried to punch it out otherwise he was losing his title
