To date I have Shavers, Foreman, Wlad, Tyson, Ruddock in my top 5.

The likes of Tua, Bruno, Liston and others are there too in terms of power

If you don't rate Ingo's power, then you must see some quality in him that I don't, because that right hand was all that he had!

 

IMO, I'm not even sure Jeffries hit harder than Johnson. Johnson often fought with the cuffs on and preferred to play with his food. When he lets loose, I have a feeling he hit every bit as hard as Jeffries, if not harder. Who knows though, maybe you're right.
