To respond to the OP, I believe this is a result of not draining to make weight. That process seems to have a tremendous effect on punch resistance. Both times Pacquiao was KOed, he was so terribly dehydrated that he wasn't even able to make weight.

This phenomenon is not exclusive to Pacquiao, though. Miguel Cotto when he began outgrowing 140 was wobbled and knocked down by lesser punchers than he faced after moving to 147. Even Paulie Malignaggi was able to stagger Cotto momentarily, and Cotto immediately moved up to WW after that fight.

Look at RJJ after coming back down from Heavyweight. Starched by Tarver and Glen Johnson - two average punchers.
