Khan hasn't fought in almost 3 years by the time they step in the ring. Brook may have trouble making 149, but Khan's inactivity will throw off his timing and in his speed may have diminished in his mid-30s.
If it's at 147 and Brook destroys himself to get down to the weight, Khan wins by TKO. He hrows a fast flurry of shots when Brook has his ba k to the ropes and the referee jumps in and stops it.
Brook is unfortunately shot and Khan has a list of demands longer than the list of points on his driving licence. I really hope Brook pulls it off but I think the cards are stacked against him.
