Id say Oscars Left hook. He always had power in that punch, and it always suprised the hell out of people, even when it looked like he didnt throw it that hard.
If you mean this in literal form, what the ****... But even in P4P sense, yes, of course. Foreman didn't even throw punches correctly, or set them up correctly and had punishing power, so a Welter with a P4P adjusted Foreman 'natural power', using proper technique and delivery, it would be the absolute hardest puncher in the divisions history.
