Cheating is just that easy, the only barrier is the costliness of acquiring authentic human testosterone and HGH. The fact that that T:E ratio is allowed is also just plain legalised cheating. It's 4:1 for VADA and WADA by the way, so they're just a pathetic front to catch all the dummies not doing the smart cheating.

Ped`s don`t improve stamina, they just give better recovery between reps so an athlete can put on muscle quicker.

PED is just a generic term that encompasses hundreds (If not more) of drugs that do a ton of beneficial things for the bod.

It will be interesting to see what gets caught in the future as the mouse traps (drug tests) are always lagging the genetically enhanced mice. I remember reading somewhere that the samples taken from the testing done at the Rio Olympics will be looked at in the future as they think that may have been the first Olympics with DNA genetically modified human beings.
