For boxing? Absolutely nothing relevant, other than the fact PED's have riddled both boxing and sprinting for decades, something neither Dempsey or Owens had. Still, just to put your argument in perspective....100 meters is roughly 328 feet. Jessie Owens' time of 10.3 seconds is 0.72 seconds slower than Usain Bolt's current world record. That means, for all the modern advances in training, supplements/ped's, equipment, and nutrition, the difference over 328 feet is still only 72 hundreths of a second. How much advantage would that translate to in an 18x18 ring? Bolt's time is approximately 7.5% better than Owens'. It's like saying I'd have a significant edge over a fighter from 90 years ago who could only bench press 300 lbs when I can bench 325. Same ratio. The difference is hardly the wide gulf that it gets painted out to be, and it's nothing that couldn't be overcome by superior skill, technique, conditioning or toughness. Haye would get KTFO'd if he fought Dempsey, ugly and early.
