    No he's not been active since mid 2014. PBC fighters have a busy scedule compared to him.

    But he won a court case and they have to give him a titleshot, and everyone he was about to face pissed hot or pulled out.

    To fight that long for a shot and to have opponents test positive and then to be strong-armed at a few weeks notice into a title fight to suit a promoters needs doesn't seem fair. If as reported, he's turned it down due to the lack of testing good on him.

    Maybe his advisors have hold him how much Miller stands to make and he is using his mandatory status to squeeze more money?

    If Miller thinks having this secondary belt will get him AJ, take less for this fight.

    Wish Fres would just retire already its a shambles

    Well this week Dinu fights in Bulgaria so he doesn't have much time, I seriously doubt it he will show up in USA to fight Miller.

    OK that's understandable I guess. I assume Oquendo will get a mandatory shot of whoever wins between Miller and Dinu. Not sure it would make much difference in regards to the outcome. If Miller is doping him having a few less weeks to dope between fights won't make much difference.

    Well he's only fighting Tom Little, not much of a test, more of a warm up if anything and he's agreed to the fight and what other options does Dinu have? He's been fighting nobodies in Romania probably for peanuts, a fight with Miller even if for only 100K would likely be more money that he has made in his entire life. 100K in Romania goes a long, long way.

    Now we just have to wait to see if Miller wants it. He's pretty risk adverse and Dinu might be his toughest fight to date. Wach, Duhaupas were more proven but Dinu looks more talented than either of them.

    Wait what really? Why wouldn't he want VADA testing!.

    If that's the case then **** him, he's been denied shots before due to fighters doping (Briggs) him not wanting VADA now seems bizarre to say the least.

    After all the waiting this guy has been doing he doesn’t even take the shot. If he fails that Miller is gonna juice, he should just juice and get his money. He clearly doesn’t want to fight Miller for whatever reason and I don’t believe the excuse.

    Fres was thinking win the belt and cash in against a bigger opponent for a real belt. Guaranteed bigger money in a 2nd fight.

    He knows unless they compensate him he can refused the fights until he feels he can win one.

    Ridiculous situation and embarrassing for all those involved

    Agreed. Even if Miller is juicing and Fres thinks the fight is going to get cancelled again because of it, that's no reason to pull out because both scenarios result in him not fighting for the title. At least try and hope Miller passes VADA.

    He doesn't want the Miller fight for sure he wanted an easy title shot. He'll likely wait until Miller dumps the belt when he gets his mandatory shot vs Joshua and then fights for the vacant belt in 2019 or 2020 against an easier opponent.
