Yes he is and no one should doubt it. I'm sure there are a few loyalists we all know who will try to argue Chavez Jr. deserves it more though it's 50/50, the ignore button should be the solution.
floyd by far..he has been top 10 p4p since 2000, pac only entered the scene when he beat barrera in 2004, if people look in the ring rankings they would notice when was floyd rank since year 2000-09 which is the span of a decade, floyd only left the rankings in 1 year in 2008, and came back in 09 to beat the 2nd best fighter in the world to gain the no.2 spot
It's close with Hopkins but I'll give Pac the green light in this one, Hopkins has done the impossible too but Pac beats him for being the first in boxing history to be a 7 weight division champion and beating top opponents for it. Hopkins also fought top opponents but Pac prevailed better in my opinion.
