Floyd. He barely was ever down on the scorecards in ten years. He also became a PPV star. He didn't beat as many all time greats as Pac, but I feel he didn't get chances to fight as many ATG as Pac. Hard to blame him for it. Margarito and Cott ain't ATG

It was neck and neck between Pac and Floyd as the decade was coming to a close, but Pac stormed to that title with his historic run from 130-147.

Even if Mayweather hadn't retired I can't see him doing enough to beat Pac to this award. Mayweather would've needed some big wins and have done something of historic significance like winning a Middleweight title.

What if's don't come into consideration here though. Pac clearly
