Keith Thurman comes to mind. Also Manny Pacquiao at welterweight.

Haha, I don't know, I mean, so much boils down to quality of opposition, e.g. Lennox was IMO probably a top 10 ATG for power, but his KO percentage [32 from 44 fights, 73%] is lower than that of say Charles Martin [25 from 31 fights, 81%].

I suppose my nomination amongst current fighters, betraying my personal prejudices a bit since we're from a similar area, is Josh Warrington, don't get me wrong the guy's never going to be a 'knockout artist', but isn't IMO by any means feather-fisted either, he has decent power IMO, his KO record of 7 from 30 fights [23%] is low for his weight class and does his power a bit of a disservice IMO.

Bellew hits harder than what his KO% gives him credit for.

Kendall Holt was the king of this category. Sergey Kuzmin.

Yep, he stopped Stevenson too. I'd be confident in checking the records that he probably dropped some of the other legit guys he fought too

Are you looking for active fighters?

From the past, definitely Ali. If you just looked at his record and saw he stopped some of the biggest punchers in the game:

    George Foreman
    Joe Frazier
    Sonny Liston (twice)
    Cleveland Williams
    Archie Moore
    Floyd Patterson (twice)
    Jerry Quarry (twice)
    Jimmy Ellis
    Ron Lyle
    Oscar Bonavena
    Henry Cooper (twice)
    Zora Folley
    Bob Foster

You'd think he was one of the biggest bangers in boxing history. And if Ali looked like Anthony Joshua, people might think he was.

But he only stopped 60 percent of his opponents. Yet he managed to outslug some of the best punchers over two decades.

Interesting to bring up Ruslan. He hit like a stone baseball being thrown by a professional MLB pitcher. Anyone who stood in front of him or got tagged clean got their faces lumped up as though they'd been jumped. Tim Bradley did not hesitate to state Ruslan hit harder than Pacquiao.
