Its great to make list like this but the truth is every fighter in the history of boxing has avoided fighters. I wouldnt call it ducking per say, but avoiding...It may be a matter of money, venue, or whatever.

If not all, then most fighters, can at least said to have "avoided" fighters, although most of the stuff that matters is behind closed doors and in negotiations.
