I'm thinking of fighters whose accomplishments, for one reason or another, don't live up to their actual ability as fighters?
(And thus makes ranking them difficult)

The first one that comes to mind is Jack Dempsey. Those three years he sat on his title he could've been blowing out all the top contenders in his division, namely Harry Wills.
(There are a number of reasons Dempsey didn't fight during this period, Estelle Taylor, waiting for his contract with Kearns(?) to expire, cashing in on his title by making movies)

Instead his reign as champion is unspectacular. Tommy Gibbons was unranked when Dempsey fought him, but later went on to establish himself as one of the top heavyweights in the division.

His pre-title record is a little patchy, although this is due to factors most people are unaware of.

Anyway, I think Jack Dempseys ability in the ring far exceeds his record.

Another one, for entirely different reasons, is Salvador Sanchez. Career cut short by tragedy.

Who else is difficult to rank because of their ability exceeding what they've accomplished?

Marcel Cerdan...I really like his style and ability...but his resume isn't much.

I think his resume is quite good, very good in fact. Very underrated as well. Wins over Kalule, Jackson, McCrory, Curry, Kalambay, Graham, Collins, Watson, and arguably James Toney is about as good as it gets around his time period at his weight.

His size, strength, awkward style, chin, and power would have been more than enough to beat guys like Rahman, Byrd, Tua, Maskaev, Ibragimov, and Chagaev, but injuries cut his career short before he could ever build a legacy.

I had Toney winning the draw, McCallum winning the rematch, and obviously Toney winning the final match, when McCallum was shot. Either way, McCallum has a very underrated resume.

i have never seen to much of this fighter, but from what i heard for a fighter that never won a world championship, haward davis was very good in terms of abililty.
