This was the first name that came to mind for me. Cobra punches but lagging footspeed.

Canelo to an extent..granted his footwork has come on leaps and bounds but still his handspeed and combos in comparison to his feet is ridiculous

Ruiz. It is not normal when I can really easily to predict where he will move next moment, not alone to talk about any kind of speed.
Otherwise he is really highly skilled and talented, reach distavantage still is high but he is cool fighter.

Gary Russell Jr deserves a mention. Extremely fast hands but he was flat footed.

I mean, the idea behind footwork is to be as economical as possible.
You can´t really compare slow footwork to handspeed. It makes no sense.

Pep for instance moved a lot, but I wouldn´t say he was fast or anything.
Pacquiao meanwhile has fast hands and feet. He closes the distance at a rapid pace.

    True,
    but the triple to quadruple
Chin that he sports befuddles & confuses his opponents leaving them uncertain which one to actually target.

    When they actually do land
    The added surplus of padding
Gives him that extra punch resistance ...

thus allowing him to counter in the most disgusting & grotesque display of the “catch & shoot” technique in the sport.

Being economical refers to the distance and length of step.
speed refers to how long it takes to cover that distance.
Moving a lot is not the same as speed.
But I'm sure u knew this anyway
