Fighting Harada should be recognised as a three weight champ according to some historians how should he be compared to other three weight champs or fighters that won titles in more than three weight classes?
Harada was rated 27th in a list compiled in `97 by the ring magazine of the top 50 fighters in the 50 years leading up to `97.
More ring magazine info from that article:
    Quality of competition: 8
    Bouts v top 50 fighters: 1
Why he was there: Robbed of the featherweight title, he should have been a three-division champ.
What he could have done to improve his ranking: Fought Johnny Famechon for the first time anywhere but Sidney.

Favorably. He’s a genuine all-time great. Peaked young but crammed so much in. I believe he’s one of the 10 best living fighters and a lock for top 50 ever. I probably have him in the 30’s.

Top 35 P4P fighter. I thought he was HORRENDOUSLY robbed in the first Famechon fight. Like, he was winning by a ten point margin, robbed. If he had gotten the decision he deserved, he'd have been the only man to win the flyweight, bantamweight and featherweight titles. It's an immense feat.
