To answer your questions, in my opinion...

    1) I think Ward would agree to a rehydration limit (within reason) but I don't know about VADA testing. I know he's had issues with testing in the past. Does Golovkin submit to VADA for his fights?

    2) Ward, to get his name back out there AS A FIGHTER, should beat some high profile fighters. He doesn't necessarily have to be popular, just known. Right now, Golovkin is more in the media than he is and is receiving much more attention.

I don't think HBO would risk a PPV on Ward. Particularly if he would not make concessions in negotiation.
Biggest problem would be is they'd be stuck paying GGG $14 mil for his next 5 opponents, and if Ward were to use his 15/20 lb weight advantages, hometown ref and judges, it could spell a loss for GGG.
Then, how would GGG fare having to drain to make the $$$ fights at MW.
Could HBO realistically rely on Ward to maintain their ratings should he sink the GGG battleship???
Could HBO rely on Ward to sign on for Kovalev and Hopkins fights. A Froch rematch in the UK????

If ROC fails, we all know the writing is on the wall. Ward was already talking Haymon, Showtime, and PBC before goose passed.
Hell, it was a centerpoint of his fallout.

    Too much risk for PPV.

And without concessions, I doubt HBO approves it for regular Championship Boxing

Golovkin has repeatedly said whatever testing for a Mayweather fight.
And K2 have gone on record that testing would be mandated, even if they had to foot the bill.

I don't think ward is juicing. I just think he didn't want to be dictated to by a journeyman.

As for the clause, I've read 180.

According to ppl in ward camp, 180 is his fighting weight, but the last recorded weight was in excess of 185 vs Rodriguez.

Idk why he's refused rehydration weighins for some of his fights.
