More or less arbitrary. I rank Liston, Tyson and Frazier as about the same. Tyson could be ranked highest of the three if you consider the excitement and devastation he generated, however briefly. Liston could top the trio if I went on which I thought was best h2h. But Frazier edges it in my book on account of his epic win in FOTC. I wouldn't argue the order of the trio very much.

I would disagree with the better resume bit, unless you're taking into account Holyfields career from 2000 onwards.

As the list and polls indicate, it is fairly hard to exclude those fighters from top 25 lists. This is a good resource going forward for posters to use to help shoot down claims of "Haha, fighter x is a bum who isn't even in the top 50".
