Why not? Solid wins over Cotton and Pastrano, list to Tiger but many feel he won. He is not an ATG, but I would rather look at a forgotten champ than umpteen Braddock threads.
I'd probably rank him on the lower end of the top 10 as far Puerto Rican greats go. The top 4 all time PR list is easy, it's Gomez, Ortiz, Benitez, and Trinidad. The order of those 4 can be argued, but those are the consensus top 4 greatest. Torres fits in somewhere with the rest, though where exactly I dunno.
Oh I don’t think he is great, but I think he was solid and has some clear skills. Unless they are HWs we don’t seem to look at some guys farther down the rankings. Torres probably does not crack a top 30 LHW list, but I still find him enjoyable to watch.
Top 10 Puerto Rican but closer to the 10th spot than the Mount Rushmore of Ortiz, Gomez, Tito and Benitez.
