Initially in 2009 random blood tests were the obstacle in setting up the fight.

In 2012, cash was the obstacle. Floyd offered $40 million to Pac, which is a **** load of money yet team Pac were too greedy and demanded more. Floyd refused to give more because he wanted to make well in excess of $40 million and did not want team Pac taking more money and lowering his own purse.

Bottom line is they are both greedy ****s and their greed prevented the fight from being made.

NOPE . If Floyd would never brought up that random drug testing nonsense in the first place which is the obstactle that started everything . The fight would have been made way back in 2009 . But since Floyd has doubt and is aware that Manny could very likely hand him his first loss . That fight will never happen . Floyd and Floyd alone is the only person thats responsible for this fight not happening . The majority of the boxing world already blames him for that fight not taking place and he deserves it .

No. Bob Arum and Team Pacquiao are to blame.
