Not even close it's Hopkins. I would of ranked Floyd higher had he beaten PreMargarito Cotto and Margarito, the 2 monsters of his division when Floyd decided to do his disappearing act. He takes on weaker competition like Judah, Baldomir, and Gatti with all due respect, while the whole world wanted to see Floyd fight the real welterweights in Cotto and Margarito. Floyd and Judah's stint as unified undisputed welterweight champs were a fluke. IMO Floyd's best wins were he rematch vs Castillo and with Hatton. Oscar and Shane were too old and limited by the time Floyd fought them, Judah as many can currently see in not a welterweight, look at the division he is in right now, JMM despite being p4p is a lightweight and Floyd fought him at 147. Hopkins is a lightheavyweight fighting as a middlweight, but despite him beating great welters like Oscar and Tito he beat bigger men like Tarver and Pascal when he shouldn't of had.
