Well USADA reported actual IV use and the amounts in the IV bags to NSAC, so it's clearly more than just some marks on his arms.

There is a lot we don't know. For example while there were 500ml of saline and 250ml of multivitamins present it hasn't even been confirmed actually how much of each he used and we don't know over what time period it was used.

There is a lot to be suspicious of and people should be questioning this but we don't know for sure if Mayweather has used PED's.
