No he hasn't. Floyd became The WBA unified champ when he won that belt. Whenver the WBA has a unified champ, they designate a regular champ. The unified/super champ has no obligation to fight the regular champ. The regular champ is only there to allow the super champ more time to defend their title(collect sanctioning fees). However, the super champ does have an obligation to fight the interim champ. Berto is currently the WBA WW interim chap.
