Yes. After the Clottey fight though, Pac's team were weighing options for opponents, and Foreman was one of them. However, Pacquiao himself eventually deemed Foreman as being "too big" for him. Foreman probably IS bigger than Margarito, as Margarito is a career welterweight whose advantages disappear once he moves up to even 154. Cotto instead fought Foreman in June 2010 and beat him down, while Pacquiao took Margarito at 150 in November. While I'm positive Pacquiao would have smashed Foreman, my guess is his team probably felt Margarito's style (come forward, there to be hit, slow) would make for an ideal Pacquiao showcase, and that on the other side of the coin they felt Foreman had a better chance to at least not make Pacquiao look like an unstoppable monster. After Clottey turtled up for 12 rounds and stunk the place out (and removed some of the "Pacquiao will kill everything!" aura), Pac's team wanted a guy Pacquiao would be guaranteed to destroy emphatically and put on a show, and Margarito was a better pick than Foreman on the basis of those questions, which is why he was picked.
That's an interesting perspective but you're forgetting that Floyd was in the equation at the time and the mass hype had no room for anyone other than him. It wasn't until talks blew up in mid-late July that any other option was legitimately 'viable' and by then Foreman had taken his defeat. Now if you're just talking about the words he used prior to the Clottey fight, well I'm still under the notion that even if he did consider him "big" he was still largely untested and unknown and therefore harder to market. Who knows though, maybe had he beaten Cotto Team Pac might have ducked him but the fact of the matter is that it didn't happen that way.
Cotto,Alvarez, or Canelo all have about the same chance at beating Floyd. If i had to pick i'd love to see Cotto/Floyd

Didn't Mayweather say less than 3 weeks ago that he wouldn't fight Alvarez? Actually he said he's too young and inexperienced, needs a few more years.
Alvarez is a much better fight for Floyd than Slowtto who would get absolutely destroyed. At least Canelo would have some physical advantages over Miguel, he's quicker, stronger, hits harder and his reflexes are much fresher. Yeah his boxing skills arent as good but who the hells gonna box Floyd?
To some, it doesn't matter who Floyd fights. If he fights Canelo, he's young and inexperienced. Just a prospect. If he fights Cotto, he's shot and "slowtoo". It's a lose-lose situation, and the blame always falls on Floyd.
