    This is from Wiki: (I think it's still being battled legally. Basically he was "double taxed" by both the US and the Philippines. Doesn't surprise me since the Philippines can be very corrupt in certain aspects.)
    Tax evasion case

    On November 26, 2013, a few days after Pacquiao's victory over Brandon Rios, the Philippine Bureau of Internal Revenue (BIR) issued a freeze order on all of Pacquiao's Philippine bank accounts due to his having allegedly failed to pay ₱2.2 billion in taxes for earnings he made in his fights in the United States from 2008 to 2009. A day after the bank account freeze, the BIR also issued an order to freeze all of Pacquiao's Philippine properties, whereupon Pacquiao presented documents to the press showing the income tax for non-resident alien payment by his promoter to the BIR's US counterpart, the Internal Revenue Service, as well as a letter from Bob Arum.[192]

    I did a check and as of August 2014, his tax issues with both the Philippine and US governments were not resolved.

    I think a lot of people are a little uneducated about the whole tax problem with Pac because of what Mayweather tweets and people like Chris Williams write. It has not that much to do with Pac running out of money and more to do with him getting taxed on the same money from two different people. The same thing happened to me when I was in the military. I got taxed by California because they didn't know that I lived in Louisiana.

    So Floyd is trying to connive himself that Pacquiao is afraid of him but is forced to fight. This makes Floyd feel more confident - he doesn't want to hear that Pacquiao has been wanting him for years and will be more motivated than ever; this scares floyd.
