He wouldn't accept the deal over drug testing. Floyd even offered a concession to try and get him back

But Manny walking out on the deal, over drug testing was his own fears

 

The second negotiation didn't happen in the eyes of Floyd or his disciples.

KOncz stated it fell through over another disagreement on drug testing

Mayweathers team were unwilling to get into negotiatoons until Manny gave them a guarantee he'd do the testing.
