First of all what makes for a great defensive boxer? The Answer is not getting hit. Both Pep and Mayweather have proven to be masters at this. Pep did it with movement while Mayweather has done it with spacing and keeping distance. I also think while it might limmit you offensively the Phily Shell is the best defensive hand poistion for a boxer to use. Pretty much everything is protected. It is tempting to go with Pep without any thought. However it may come down to who's style you like better. We tend to rank boxers who can slip and dodge punches like Pep, Locihe and Whitaker for example as better defensive boxers than those who use space and distance, as well as a good gaurd. This would include for example boxers like Mayweather and Wright.
