what i don't understand is why bring up health when asked about pacquiao as it seemd like he is not too concerned about his well-being with a fight with cotto or any other fighters?

1) Floyd Mayweather is a professional boxer and therefore is not scared of physical contact.

2) Floyd Mayweather has never been significantly hurt by anyone before.

3) Floyd Mayweather was obviously speaking in regards to the steroid/PED issue and trying to make a point in his favor.

5) It doesn't matter if Pacquiao agreed to the test or not, the fact remains that he has never been tested before.
