Both sides acknowledge that the Olympic style testing was part of the initial contract negotiation. It was agreed to as was the $10M per pound and we had a fight on our hands for 9 days. On December 22nd, Team Pacquiao changed their mind(s) about the testing. What changed in those 9 days? Nobody knows. Perhaps Pac's political "friends" advised him not to fight before the election as a loss would hurt his chances. Perhaps Manny was finally made aware what Koncz has been giving him. The fact remains that something changed and then no matter how Team Mayweather compromised (no USADA, 14 day cut-off) it was not enough for Pac who chose instead to fight a walking heavybag.

There were no implications of easy access. There were no implications of manny having that access. There were implications that the philippines produced the BEST enhancement drugs, which were obviously meant to imply Manny Pacquiao has been using the BEST enhancement drugs, not the most easily accessed.

Once coupled with the opinions of his father and uncle, Floyd looks completely suspicious of accusing manny pacquiao of taking enhancement drugs by requesting an olympic style drug test in a fight with him.
