I personally would rate Floyd higher but could not be mad at anybody who out Manny higher I mean real talk after he lost to Floyd he became Lineal Welter Champion by beating Thurman who I can’t lie I think he overrated and lost to Danny and Shawn but still was technically unbeaten and a champ. For me tho for all the flack Floyd get the man fought the #1 guy at least twice in every division beat some of the greatest fighters of all time in every division, Retired most champions beaten in boxing history, one of 6 men to win titles in 5+ divisions, most lineal titles all time, unified in 2 divisions concurrently, and one of 2 men to unify 3 titles at welter by taking the title off 3 different champions, not to mention a very solid argument can be made he was undisputed welter champion twice. Mayweather is the better fighter but he's also naturally the much bigger fighter so Pac ranks higher as an ATG, he simply has a deeper resume.

It's half a dozen and two threes. They're forever interlinked and should always be ranked alongside eachother. For every argument for one, there's an argument for the other. It tends to come down to what you like - which intrinsically, tends to become who you like. For me, I've always weighed big wins and moving up in weight above consistency and dominance. Pacquiao also had better longevity and despite what Mayweather fans propose, was also extremely dominant. Especially considering where he started and where he ended up. Pacquiao might not have had as easy a time with Marquez, but he damn right destroyed Cotto, Hatton and De La Hoya in much easier fights than what Mayweather had. Same goes for Mosley, to a lesser degree. And does anyone really think Pacquiao wouldn't pulverise Maidana and Castillo? But the argument for Mayweather is there. If you don't forgive losses, and especially value Mayweather's wins over Canelo and Pacquiao - I don't, not at the particular time he fought them, anyway - then Mayweather is higher. But either way, it's either extremely close or you're off base IMO.
If Floyd was the same size as Pacquiao, he doesn't he achieve what Pacquiao did. Not even close. If Pac was the same size as Floyd, you'd have seen an even more insane career. Put simply, Pac did a lot more with a lot less so he's more skilled, imo.
If my son took up boxing I'd rather he had a career like Floyd Mayweather Jr. Took less punishment and took no losses. And still milking money for exhibitions during retirement.
