    Is there any truth to this statement?

    It's the truth. It's why the Philippines has produced the most medals in powerlifting and is currently #1 in the world in track and field, swimming, wrestling, sipa, and patintero.

    Follow the money and resources available..therefore up until not too long ago, it was the US most likely in a position to develop the best possible PED on the market.

    Philippine government maybe considering that option now. Floyd might be facing 2 lawsuits in the coming new year.
