I don't think either is ducking the other. It seems to be a matter of ego at this point. Maybe no side wants to give in to the other. I have a hard time believing that Floyd is really that concerned about Pacquiao juicing... Floyd can beat any version of Pacquiao we've seen and I'm sure he knows that.
