He's never have any concerns in the past about opponents......let alone smaller ones. These testing requirments for Shane and Floyd are good...but they are not 100% and EVERYONE knows it. If a fighter wants to cheat he's gonna cheat and get away with it no matter if the NFL is testing or USADA is....that includes Floyd!
