One of the biggest myth of the past few years is that Pacquiao agreed to all testing. He did not. He wanted a cut-off in all scenarios. It was only post-Mosley when Floyd said he would only do testing all the way that Pacquiao finally "agreed to two-weeks cut-off" even though that was an old negotiating point and was no longer on the table.
