He never unified at 154. It was 152 to be exact, a catchweight. You can't technically unify a division at a catchweight. Canelo is still undefeated because he had to drain himself and wasn't at his best.

Considering that the long running WBO Champ didn't try to fight any name fighter at WW between 00-07 I can't fault that plus WBO is and always has been below the WBC/WBA/IBF Belts

I'm not 100% positive on the WBA I know for a fact the WBC/IBF were on the line the only other belter holder I can think of was Margarito with the WBO but again Margarito didn't try to get involved in any unifying fight during his run as a titlist

 

margarito called out floyd when he had the wbo belt. he had the most title defenses of any of the belt holders at that time.

paul williams took the belt from margarito and also called out floyd to unify.

Margarito won the WBO Belt around 00" and never tried to fight any of the top WW til 07 every other Title holder fought legit comp during that time for all the talk of how hot WW was at the time since 00" the least accomplished WW were around that time. Margarito became #1 WW because all the real Champs fought the other Champs winning and losing then most moved up while he fought bums at WW.

Mayweather hit WW in 06 and in three fights beat more WW Champs than Margarito has in his whole career, Margarito called Mayweather out after the Baldomir fight in the press conference Mayweather said you keep winning and we gonna fight Margarito lost his very next fight and Mayweather fought Hoya who was a JMW Champ and top 2/3 at the time. Margarito didn't get his only good win til Cotto then got caught cheating 6 months later in what they were calling a tuneup vs Mosley and was KO'd then disgraced from boxing for a period
