Cotto/Arrum havent tried to make the fight. They tried to go after a Delahoya fight instead of Mayweather. Make no mistake if Mayweather didnt go after Delahoya Cotto would be signing to fight Delahoya and not Mayweather Back in 2005 I rated Judah, Hatton and Delahoya as having better chances of beating Mayweather than Cotto who I thought was made to measure for Mayweather Mayweather tried to fight Cotto in 2005 but Bob Arrum said Cotto wasnt ready for the fight.
