Please don't force me to praise Mayweather. Mayweather was a beast at super featherweight, had immense defence, and was great at making adjustments. He was a very special boxer, even if some overhype his ability and certain shortcuts he took are swept under the rug. Prime for prime, I think it could go either way, but if pressed I would pick Mayweather to win a close decision.
While I think Mayweather and Pac were both using illegal PEDs. It should be remembered that Marquez is one of the most obvious and blatant PED users in recent times.
I respect your pick. I just don't really see how you can conclude that Floyd is the superior fighter H2H. He avoided Pac and even Khan because both guys brought speed and volume and in the case of Pac, a granite chin AND power.

Floyd was well-preserved due to his defensive style and having not taken much punishment and been in few, if any, wars. He was much closer to his prime than Pac was. If semi-shot Pac was countering Floyd and stunned him twice, what makes you think a prime Pac (2008-2012) wouldn't have been more devastating? If Pac isn't granite chinned, then how did he absorb monster shots from Thurman and the same shots from Ugas that had Spence looking shaken but didn't drop him or visually hurt him? I think 2008-2012 Pac had a good chance of knocking Floyd out or outworking him.
Pacquiao was champion against Sasakul, Barrera, Marquez, Diaz, Hatton, Cotto, Bradley, Thurman... Impossible to compare with Broner who had titles offered.
Jmm was trying to get a 4th fight with pac and pac was reluctant to fight him again. So pbf made him an offer and jmm shot it down because he knew he couldnt beat pbf but could beat the lesser fighter in pac and he did. A close fight that could go either way is not a robbery. A robbery is when one guy wins clearly and doesn't get the nod. Pbf-jlc 1 doesn't fit that. Yeah pbf won maiada blew his load in the 1st half of the fight and did nothing in the second half. That's why in the rematch Maidana didn't come out guns blazing because he knew he had to conserve his energy. Even then the fact remains maidana gave pbf a harder fight than pac did. Roach told your ass in a video I posted a million times that they were the blame for the fight not happening back then because they were against testing. Facts!!!! Pac pulled out of negotiations ducking a prime pbf to fight clottey a fight no one asked for. Had pbf done the same thing he would've been run outta the sport. By PBF's own admission Pac was actually his toughest fight. EDIT: On re-watching the video on that interview, Floyd says that Pac is the best fighter he's ever fought, not toughest. My mistake. The toughest and best may not mean the same thing.
Neither camp wanted the fight really. Mayweather could have easily agreed to standard testing. He had already boxed ODH and Marquez under that testing. Asking for more testing for Pac was just a way to avoid the bout. Pac could have easily called Mayweather's bluff by agreeing to his drug testing demands. He didn't because he wasn't that desperate to fight Floyd.
I think Pac's five lineal championships is way more impressive than "8 divisions", since at least a couple of those titles are questionable. * Faced only the fourth best lightweight to win a title at lightweight. Campbell was unified and Casamayor was lineal. Juan Diaz was rated above David Diaz at the time, too. * Never officially won a world title at featherweight (though MAB was considered lineal) * Jr. Middleweight title was won at catchweight against someone who never had much success at 154lbs.
