There's differences in one's toughest fights. Though pac and canelo weren't as "close" as some of his other fights, they were actually tougher than most. There's fights that are physically tough then there are fights that are mentally tough. Floyds had some tough fights physically but I bet if he gave a straight answer his fights with canelo and pac were 2 of his very toughest fights. When in the ring with an opponent that you know could put you away at any given time, those fights are mentally very hard. The chino 1 fight and the jlc 1 fight were seen as tough fights from the fans perspective but in all honesty I bet if answered honestly he knew after a few rounds he was in control and never close to being in trouble. Mentally draining fights are (for the most part) much tougher than physical fights.
Castillo was his best win and toughest test. It was a prime HOF fighter. So it stands quite clearly alone as his best win, toughest fight and greatest moment in the ring.
Some of those listed really weren't that difficult. He adjusted to Judah after just a few rounds and it was easy work from there. Mosley? That was extremely one-sided outside basically one moment.
I honestly don't think Chavez was that tough of a fight PBF toyed with him like he was working on things in the ring with him for the most part. He could turn it up at any time hitting him at will and hitting him with so many clean counters and uppercuts snapping his head back so much that I thought he might kill him.
