Cotto is going to rehydrate to his normal weight even with cutting an extra lb.

Him losing 1lb of extra waterweight isn't going to stop him from weighing less than what he normally weighs on fight night.

Having him lose that extra lb is an attempt to drain him.

Let's make it clear here that Roach initially broached 143 and Cotto did not agree. Then Cotto offered 145 which was accepted by Roach. If both parties agreed on a catchweight, who are we to object and nitpick? Roach did not force Cotto to go down to 145, it was Cotto who voluntary offered to go down at 145 to make this fight happen which is much the same w/ Floyd going down to l43 which is even lower. Why don't you bash Marquez then to be fair?
