    Eh you are partially correct.
Foreman would not be very big by the standards of today's HWs.
He would be very big for an average man.
And he looked bigger than both opponents around the same weight, & than his recorded measurements. Which are often incorrect.

Foreman was not as good in the '90's even though larger & stronger in weight he could lift...Because he was *much* slower.

And if you have 15" + forearms-meaning as properly measured unflexed, without making a fist & your arm straight-that is very large & disproportionate for your fairly large upper arms.
Are you sure that this is correct, or are you using a measurement with arms flexed, &/or arm bent?
If you do both, that is "rickrolled"-& you will get a much larger measurement than the proper arms straight & unflexed.
Tyson only had a 14" listed & you can see what his lower guns looked like, & few HWs are listed at 15"-mostly the biggest SHWs.

15" + at your overall size, you look a bit like popeye-if that is accurate.

Weigh ins at heavyweight should not be taken as gospel in any era.

In the early years of the 20th century, it there usually was no formal weigh in at heavyweight.

It was largely taken on trust, so all kinds of shenanigans went on.

People would say things like "it is X, but just say it was Y."

Even today it is not unknown for a fighter to weigh in wearing clothes, and various shenanigans have been known.

In the lower weight classes, both parties would normally insist on an accurate weight in, if only to ensure that both parties legitimately made the weight limit.

There were ways round it however, like dehydrating yourself to reduce weight, and drinking large amounts of water to increase it.
