Why are the fighters from the former Soviet countries so dominant at the amateurs? What makes their amateur system so good?
In Soviet Union organized sport was seen as a big deal, it was a way to show superiority to the capitalist system. Large amount of resources were allocated to sports and Soviets did show that they can excel at things where large amount resource was thrown at particular things (nuclear weapons, space program, gulags). Boxing was an important sport with a lot of focus on producing Olympic champions, was widely Countries like East Germany, Cuba show the same thing.
