    You can't compare Horn to Ward. Ward is an elite fouler. A true ATG in fouling. Horn is a decent fouler, but nothing special, and if Manny had not been completely shot in there, you'd have never seen any fouling from Horn because Manny would have had Horn on survival mode and would have iced Horn in the first couple rounds.

    Yer but how good was Ward after 16 fights and 4 years as a pro??? I bet he wasn't as accomplished with fouling as he is now...

    Actually I just looked at Wards 16 fights didn't fight to many ATG's tbh....

    Was it not a problem with Eusebio Pedroza defended his title against Juan LaPorte and the New Jersey State Athletic Commission said he committed 50 fouls (that's generous to Eusebio if you watch it in full)? Or when fighters like Sandy Saddler and Fritzie Zivic used to regularly thumb and lace opponents? Battling Nelson's tactics? You know how many punches from Arturo Gatti strayed low in his comeback win against Wilson Rodriguez? Actually I don't know, I lost count after about 15.

    NOW it's a problem? LOL. Hey I think gun violence is a new problem in Chicago and Detroit. Maybe corruption is a new problem in politics. Maybe the quality of mainstream hip-hop has suddenly declined in 2017. There's a new concern in baseball, I think players and coaches may be bending the rules.

    Fighters have always bent, or outright broken, the rules. Refs should enforce it more. One foul that is so inconsistently called is hitting guys when they are down. So many times it has happened, and rarely does the ref do anything.

    A fighter may get DQ'd because he knocks the guy out with the shot when he's down (or the guy acts like he's out). But usually that doesn't happen, and often times, the ref doesn't even warn the fighter for the foul.

    Barrera-Marquez and Norris-Waters are a couple of exceptions when the ref actually took a point away. But usually the refs don't care unless the guy gets KO'd or does an acting job. Lennox Lewis hit Mike Acey when he was down 3 times. De La Hoya did the same against Campanella. They just got warnings. I don't even think Sakio Bika got warned when he hit Jaidon Codrington 2 or 3 times when he was down. Bika later got DQ'd for hitting Mendy when he was down because Mendy got KO'd.

    Inconsistent as hell with the rulings, and it could give more shameless fighters motivation for doing an acting job in the attempt to win by DQ.

    of course its a problem, thats why theres rules. you cant have a ref decide when and what rules he feels like enforcing, cause not since mills lane have i seen a ref be consistent in every fight and with every fighter.
