Its either legal action or more than likely the threat of legal action which I imagine has been made clear to the ESB owners, otherwise the mods would not be so draconian on the issue. Frank does have a history of filing the lawsuits over the smallest issues.
It's not often I have anything positive to say about Frank, but I love that letter. BBBoC acting like santimonious twats on this one, due to media pressure. And their bully boy press release was ill conceived and unworkable.
This doesn't make much sense. The ONLY real punishment the board are proposing is to WITHDRAW their own licenses from people involved. They are also trying to prevent ALL 'professional' fights that are not licensed/approved by them - they always have opposed such fights within the UK. This is nothing new. This is what the board do. It's stupid to whine about it. If you say 'let's not recognize the board', why then whine about their threats to not recognize people who don't recognize them ? If you're going to ignore them, then don't cry when they take away their endorsement. It makes no sense. If they are so irrelevant and corrupt, then don't worry about them. If you are whining and worrying about losing a BBBofC license then you obviously DO valued them !

It's maybe not politically correct to say so, but they come across as a couple of overgrown nancy boys. Frank Bruno would have chased them right out of the ring, and Bruno wasn't exactly a killer. That's the real mystery of the interest in this fight. These are mediocre heavyweights. David "Sore Toe" Haye is a downright embarrassment to the brave fighting tradition of the British boxer. His performance against Wladimir was a masterpiece in cowardice. If the british public had an ounce of common sense, he'd be laughed back in to retirement.
