I agree, I think Judah's actual boxing ability is fairly ordinary. He's just blessed with great physical attributes which makes him look flashy and more skilful than he really is. Every time he comes up against an elite boxer, you know his only hope is to land a big shot and to knock them out, which only happened once against Spinks. All the other times he's been outboxed and badly beaten up. I'd say ability wise he is below Vargas and maybe even below Mayorga.
