Saying Zab's a natural and that Pac's too offensive minded doesn't prove Zab's a better counter puncher, look at them fight. Pac's had better success counterpunching against better and equal opposition(Cotto) than Zab. You bring a Clottey conspiracy theory as an argument?? Clottey couldn't deal with Pac's speed and that's something he said. Also, I'm pretty sure he didn't say that to cover anything because he also said Pac is not stronger(or doesn't hit harder, don't remember well) than Cotto or Margo, that it was just his speed.

Clottey had success because Pacquiao was so comfortable there with a fighter that was barely fighting back that he didn't look too worried about getting hit. It happens when people fight overlly defensive and use the peek-a-boo technique to get shots in.
